can metering blocks go bad and if so what are the problems that come with it its a holley 750 dp

They can get clogged with crap and I've seen a cracked one before. I've also heard that they can develop porisity and pass fuel where it doesn't need to be.
Generally they don't go bad because they have no moving parts but the symptoms could be any number of things.
What makes you think yours are bad?

because the air and fuel mixture screws dont reallly work you turn them all the way in when the motors running and bearly any change

Do you have a power valve in it? It sounds dead on for a bad power valve.

Or your primary throttle blades are too far open and you are idling on the transfer slot instead of the idle circuit. What's your base timing at idle?
